MINUTES SYNOPSIS - AUGUST 16, 2005
1. Commissioners Bayerl, Dose, Knutson, Nies and Wangerin were present.
2. Nies/Wangerin motion approved the agenda as revised.
3. Knutson/Dose motion approved the consent agenda as follows: Auditor's Warrants; July 19 and Aug. 2, 2005, County Board Meeting Minutes and Synopsis; 2004 Highway Department Annual Report; Change Order 7 for SAP 43-715-02 - CSAH 115 Hutchinson bypass to Reiner Contracting of Hutchinson, MN concrete quantities for estimated cost decrease of $15,602.20; Revised McLeod County Safety Policy; One-lot final plat of Beneke Addition for Quinn Beneke in Sec. 12 of Glencoe Twp.; One-lot Preliminary Plat 05-03 on Fred and Donna Kuse property in Sec. 2 of Helen Twp. - CJH Addition for Chuck and Judy Heiland; Conditional Use Permit 05-18 for addition to St. John's Evangelical Lutheran Church in Sec. 33 of Helen Twp. for Roger Schuth; Two-lot sketch plan in Sec. 18 of Acoma Twp. for Brett Reilein with conditions; One-lot sketch plan in Sec. 9 of Glencoe Twp. for Willard Exsted with stipulation; Authorized advertising for Request for Proposals for digital recording system in Communications/Dispatch Center of McLeod County Law Enforcement Center; Confinement of easement in Sec. 23 and 25 of Winsted Twp.; Confidentiality agreement with 3M Company related to data in Minnesota Tax Court cases.
4. Wangerin/Nies motion approved payment of bills totaling $296,505.74.
5. Nies/Knutson motion approved purchase of Ricoh copier from Metro Sales, Inc., Mankato for net cost of $8,096.13 including trade-in and five-year maintenance cost of $2,600 for County Attorney’s Office. Marco Business Products, Inc. of St. Cloud, MN quoted $6,882.04 for Sharp copier and $3,760 maintenance fee. IKON Office Solutions of Willmar, MN quoted $9,578.61 for Sharp copier and $2,800 maintenance fee.
6. Wangerin/Dose motion approved purchase of Canon copier from IKON Office Solutions of Willmar, MN for net cost of $9,578.61 including trade-in, network function not to exceed $2,053 and five-year maintenance cost of $1,750 for County Zoning and Environmental Services Offices. Marco Business Products, Inc. St. of St., Cloud, MN quoted $6,935.29 for Sharp copier, $1,287 for network and $2,410 maintenance fees. Metro Sales, Inc. of Mankato, MN quoted $8,096.13 for Ricoh copier, $1,473 network and $1,625 maintenance fees.
7. Wangerin/Knutson motion approved filling engineer technician vacancy in Highway Department.
8. Nies/Knutson motion authorized setting bid opening at 9 a.m. Sept. 6, 2005 for SAP 43-608-010 CSAH 8 shoulder paving and guardrail and SAP 43-600-02 bituminous surfacing for Belle Lake boat access in Piepenburg Park.
9. Knutson/Dose motion approved purchase of mapping device from Frontier Precision of Bloomington, MN for $7,472.50 plus applicable tax and shipping.
10. Wangerin/Nies motion authorized hiring Geographic Information System student worker at $7.50 to $9 per hour for document scanning for estimated 14 hours per week not to exceed 728 hours per calendar year.
11. Dose/Nies motion approved Minnesota Counties Insurance Trust Drug and Alcohol Testing Program Agreement effective Oct. 1, 2005.
12. Nies/Knutson motion authorized seeking bids for engineering addition to Hutchinson Area Transportation Services building. Roll Call Vote: Ayes: Bayerl, Knutson, Nies, and Wangerin. Nays: Dose.
13. Knutson/Nies motion authorized Treasurer to recruit 16-hour-per-week Technical Specialist I position.
14. Wangerin/Knutson motion authorized two Clerk Appraiser internal promotional postings and recruiting two additional Clerk Appraiser positions in Assessor's Office.
15. Nies/Dose motion authorized filling Technical Specialist II vacancy in Recorder’s Office.
16. Wangerin/Knutson motion approved Conditional Use Permit 05-17 for Dale Schuft to expand home occupation.
17. Wangerin/Knutson motion approved one-lot Preliminary Plat 05-05 for John Adamek in Sec. 22 of Hutchinson Twp. - JA Nature Subdivision.
18. Nies/Knutson motion adopted amendments to the McLeod County Zoning Ordinance.
19. Nies/Wangerin motion purchased server from Hewlett-Packard Company of Palo Alto, California for $4,581.
20. Wangerin/Nies motion approved phase one of Storage Area Network from Compar Inc. of Minnetonka, MN for $67,915.37 plus tax.
21. Nies/Knutson motion proceeded with radio system upgrade for the McLeod County fire departments not to exceed $135,000 through state contract and Alpha Wireless of Mankato, MN.
