No. 22.223.0120 owned by Kathleen Albrecht of Hutchinson, MN to reduce 2007 tax valuation $11,600 from $285,600 to $274,000; Property I.D. No. 23.408.0170 owned by Sharon Ward of Hutchinson, MN to reduce 2007 tax valuation $15,700 from $180,800 to $165,100; Property I.D. 5. Knutson/Wangerin motion approved hiring WSB & Associates of Minneapolis, MN for land appraisals and right-of-way acquisition for 2008 County State Aid Highway 115 project for estimated cost of $150,000.
6. Bayerl/Terlinden motion set bid letting date at 1:00 p.m. June 4, 2007, for SAP 43-615-11 Morningside Drive Project, CP 07-000-01 Countywide Pavement Marking, and CP 07-000-02 Countywide Sealcoating.
7. Knutson/Terlinden motion approved SP 43-607-12 agreement with Minnesota Department of Transportation to act as McLeod County agent for CSAH 7 project.
8. Wangerin/Knutson motion adopted Resolution 07-RB10-30 for Minnesota Department of Transportation Agreement No. 91038.
9. Wangerin/Terlinden motion approved filling limited term Geographic Information System Assistant vacancy due to resignation at $9.50 per hour.
10. Bayerl/Knutson motion approved purchase of 2008 Ford F-450 4x4 pickup cab and chassis from Elk River Ford of Elk River, MN (state contract) for $28,011 plus tax and license.
11. Wangerin/Bayerl motion approved purchase of service body from Crysteel Truck Equipment of Lake Crystal, MN (state contract) for $20,134.28.
12. Knutson/Terlinden motion approved purchase of truck crane from Crysteel Truck Equipment of Lake Crystal, MN (state contract) for $6,941.08.
13. Knutson/Bayerl motion approved filling two Highway Department maintenance worker vacancies, due to retirement and resignation.
14. Terlinden/Wangerin motion approved engaging Steile Construction, Inc. of Silver Lake, MN to install two-inch interduct between data room at Hutchinson Area Transportation Services and tempered storage building not to exceed $1,500.
15. Knutson/Terlinden motion approved amendment to Vehicle and Equipment Use Policy.
16. Wangerin/Bayerl motion approved filling Solid Waste Secretary II position vacancy due to resignation.
17. Terlinden/Knutson motion approved participating in hanging flower basket project sponsored by Glencoe Chamber of Commerce and City of Glencoe for $160.
18. Bayerl/Terlinden motion adopted Amendment No. 2 for Remote Electronic Alcohol Monitoring grant agreement with Minnesota Department of Corrections for additional $2,000 for total grant of $24,296 through June 30, 2007.
19. Wangerin/Bayerl motion approved application for large assembly permit for Winstock Country Music Festival in Sec, 15 of Winsted Township June 7-8, 2007.
20. Bayerl/Knutson motion approved application for large assembly permit for Higher Ground Christian Music Festival in Sec. 15 of Winsted Township Aug. 17-18, 2007.
21. Bayerl/Knutson tabled 10-lot final plat and resolution to May 22, 2007, for Ron Hansen and Craig Reiner for light industrial development in Section 34 of Acoma Township.
22. Terlinden/Bayerl motion tabled consideration of conditional use permit to May 22, 2007, for Tom and Sheila Hagel to expand existing 30-dog kennel for small breeds to 96-dog kennel in Section 17 of Sumter Township.
23. Knutson/Bayerl motion approved Conditional Use Permit 07-11 for Anthony Wagner for paintball field, parking lot and club house in Section 31 of Rich Valley Township with conditions.
24. Wangerin/Terlinden motion established $250 fee for Transfer Development Rights amendments effective May 8, 2007.
25. Bayerl/Knutson motion recessed at 10:32 a.m. and closed meeting at 10:40 a.m. for County Attorney Michael Junge and County Assessor Sue Schulz to meet with Commissioners to review settlement offer from Seneca Foods Corporation of Glencoe, MN regarding tax court petition.
26. Bayerl/Wangerin motion opened meeting at 10:58 a.m.
27. Wangerin/Terlinden motion authorized County Assessor Sue Schulz to engage Patchin Messner & Dodd of Burnsville, MN for appraisal of Seneca Foods Corporation of Glencoe, MN not to exceed $15,000.
28. Wangerin/Bayerl motion authorized offer for valuation reduction on Property I.D. No. R 23.164.0040 and R 23.164.0050 for Pizza Hut of Hutchinson, MN subsequent to tax court petition filed by Sky Ventures, LLC to reduce tax valuation $124,800 from $444,300 to $319,500 in payable 2006 and 2007.
29. Terlinden/Bayerl motion authorized County Attorney Michael Junge to send letter to Glencoe Development Association to request transferring option to purchase Glencoe Oil to McLeod County prior to June 15, 2007.
30. Terlinden/Bayerl motion authorized County Attorney Michael Junge by Resolution 07-CB-31 to petition for vacating Ives Avenue of Glencoe, MN.
31. Wangerin/Terlinden motion adopted Resolution 07-CB-28 Interactive Television Rules for court appearance.
32. Wangerin/Bayerl motion approved purchase of laptop computer from Compar of Minnetonka, MN (state contract) for $1,446.27.
33. Terlinden/Wangerin motion authorized assessment and equipment for North Complex fire alarm system upgrades from Protection Systems, Inc. of Fargo, ND for $6,500.
34. Wangerin/Bayerl motion approved agreement with Office of Enterprise Technology of St. Paul, MN to create technology disaster recovery plan and command plan shell for McLeod County courthouse not to exceed $20,031 effective June 1, 2007 to June 1, 2008.
35. Bayerl/Terlinden motion approved purchase of technology components from Berbee of Brooklyn Park, MN (state contract) for $18,700.35.
36. Bayerl/Wangerin motion approved purchase of IBM IntelliStation from Compar of Minnetonka, MN (state contract) for $1,996.88.
37. Wangerin/Terlinden motion authorized purchase of IBM printer from Compar, Inc. of Minnetonka, MN (state contract) for $1,357.88 from Recorder’s technology fund.
Discussion was also held concerning the following:
1. Central Minnesota Jobs and Training Twylla Wozniak and Mary Jo Noehring met for annual report and audit.
2. Linda Klitzke of Hutchinson, MN and Lavonne Kuntz of Mayer, MN made comment.
